European politicians have approved a resolution which calls on Fifa to re-run the "illegal" bidding process for the 2022 World Cup, won by to Qatar.
The Parliamentary Assembly of the Council of Europe (Pace) voted on the resolution based on a report by British Labour MP Michael Connarty.
The decision to give Qatar the event has been dogged by corruption claims, but they were cleared in a Fifa report.
Pace has no legal powers to force Fifa to re-run the bidding process.
Connarty's report entitled 'The reform of football governance'claims that the original procedure was so "fundamentally undermined by illegality" that it should be re-run using fairer procedures.
"My report is recommending that recognition of that breach of law should mean re-running the process for choosing the country for the 2022 event."
Pace is an international organisation, separate from the Europe Union, which oversees the European Court of Human Rights.
